Modern dynamics of the Romanian economy, triggered the process, learned now underway to develop management systems. Recent years have been encumbered with radical changes in the evolution of macroeconomics: enhancing interdependence, accelerating speed to promote new technologies, the emergence of new forms of business organization.
Contemporary evolution of activities of enterprises, development of market economy and its increasing complexity have forced a reconsideration of the behavior to project management.
In Romania before 1989, could not talk about management strategies and project management as the current form. In the context of contemporary developments with the introduction of modern concepts, specific terminology was necessary assimilation and modern tools of project management tracking and management analysis. We need to know from the beginning will be made if the product or not sold, will be successful or not. A study of the project is many times cheaper than a negative result of a project.
Another impetus for the development of project management in our country was determined by the requirement that commercial relations with investors, suppliers, customers from abroad, to be based exclusively on projects. This has led to the development management system based on principles and rules stipulated by EU directives and international standards.
Since January 2007, addressing policies and economic strategies on the basis of projects, it became absolutely necessary. With EU accession, I was surprised to see that the legal system that defines and structures the application of project management methodologies, was absent or poorly represented. Although in 1998, the Romanian Government through the Department for European Integration published the "Handbook of Project Management", until December 3, 2007, the Romanian Parliament adopted Law no. 339, to promote the application of project management strategies to the local governments and local county.
Since this time, it was found that the domestic economy requires improvement of project management tools and attracting specialists, due to the need to access European funds.
Recent case studies show that application of modern technologies and project management strategies in Romania is more than poor, hovering somewhere below 1%.
Improving project management system in Romania is a natural process, required the development of capital markets, and of course the evolution of legislative harmonization program with the European integration and economic globalization, which requires quality assurance projects in space and time. Smooth functioning of business projects, is the main objective of the global strategy on reducing future losses.
This paper explores the creative process that involves the practical application of methods and techniques, an attempt to make easy solutions for difficult situation in which project management is Romanian.
In this context I think it is very important and welcome analysis methodology and the main techniques and tools of project management.
