The paper "Project Management International Financing public" addresses all those who want to get involved directly in developing a project proposal with external financing, and those who participate in the implementation of such a project has passed the contracting phase. In addition, the paper provides a consistent basis of notions useful to all who are directly involved in monitoring the implementation, and evaluating the results of a project or want to analyze how a project has been completed.
In the pages of the reader can identify both theoretical concepts and basic elements fundamental to project management methodologies to develop proposals for projects financed by different international organizations, and examples of successful projects already implemented.
The book is divided into six chapters followed by a Glossary containing general terms and specific projects to provide adequate explanations for those interested in different concepts and some acronyms or abbreviations found in the documentation process for preparing a project proposal with external financing.
Chapter I integrate a synthetic and systematic manner the fundamentals of project management, that is the basics that any person involved in a project under preparation, but also those participating in the implementation and evaluation of project results, should know.
Chapter II contains a description of the project management cycle, from the general description of the logical framework and continuing with quality factors in a project, and a section applied to various examples of logical steps and schemes of a project.
Chapter III contains an overview of the National Development Programme and the National Strategic operational programs of special interest until 2013, both for public institutions and for private organizations in Romania.
Chapter IV presents an overview of major international programs of interest to institutions in Romania, together with their funding sources. Such programs are presented and explained funded by the European Union, European Investment Bank, World Bank, World Health Organization, North Atlantic Treaty Organization, the International Organization of La Francophonie and others.
Chapter the fifth framework includes guidelines and procedures for project development and specific documentation to be developed by Romanian organizations interested in accessing on projects, the funds provided by international organizations.
Chapter VI contains some examples of projects funded by international organizations, which had a success from their implementation in Romania and other EU countries. Thus the reader is able to effectively know the contents of projects in the areas in which they were implemented.
We hope our work will be of real help, both practitioners of public institutions and private organizations in Romania, but also students and civil servants who are preparing to become specialists in project management with international finance, at a time when, attracting external financing in Romania has become an essential necessity.
