"The author of this work, expected to appear in three volumes (Primary and secondary education in Neamț County; Teaching communities and public authorities in Neamț County; Establishment of school institutions), presents and analyzes a series of topics that have not been treated in the specialized literature to date: the status of the teaching staff, programs, textbooks, professional communities of teachers, the construction of school buildings in Neamț County, the relations of subordination and superordination between schools, the ministry, the revision office and local authorities, the effective impact of school legislation on the education system. We note that all these issues are mainly subsumed into the interwar period.
The scientific approach of Professor Elena Preda is part of a constant desire of researchers of the history of Romanian education: objective historical reconstruction and its integration into Europeanness, along with the detection of the vein of tradition and continuity, found after the hiatus imposed by the communist period in history of Romania. There is also an acute need to prepare solid special studies, geographically regionalized, regarding the history of Romanian education, on the basis of which a synthesis can be prepared based on a pertinent research paradigm, capable of integrating the history of education in this area within the history of European education.”

"Disturbing (and true) is the author's conclusion regarding a situation, all too often encountered – unfortunately – even today: "the apostolate of teachers seemed to be the state's most accessible solution for resolving the situations that arose. This desideratum of the apostolate of the teaching staff practically "took" the burden of total responsibility off the shoulders of the state and even diminished it, finding culprits for possible shortcomings. From a sociological perspective, the apostolate certainly had its merits, but it also represented a form of manipulation on the part of the authorities. If I had to choose a single word to characterize the professional life of the teaching staff in pre-university education, for the period 1918-1948, I would certainly opt for the word "apostolate"".

"The first school in Humulești was founded in 1847, at the initiative of priest Ioan Humulescu, in the cell next to the old "Saint Nicholas" Church. We have information about the first teacher of the school from the book "Childhood Memories" by Ion Creangă, presented by the author with the nickname "badita Vasile", under his real name Vasile Ailioaei, the one who in 1848 had been taken to the army, and when the school reopened in 1849, he was replaced by the teacher Iordache, until 1852, when all the students were transferred to the Royal School in Târgu-Neamț. The State Primary School in Humulești was officially founded on November 20, 1883 and the first teacher was Vrânceanu Constantin."

Elena Constantin-Preda is a history teacher, researcher and coordinator of educational projects, with a remarkable activity dedicated to the investigation of local history, education and German cultural heritage. She has published, as author, co-author or coordinator, numerous reference volumes, including: The Land of the Disappeared – Neamţ. History and Ethnography (Editura Universitară Publishing House, 2022), In the Footsteps of the Disappeared in Moldova. Historical and Ethnographic Study (2021), The Moldavian Boyars – History and Morals (2024), The Volvatir – the Cloth of All Times. A History of the Volvatir Factory in Târgu‑Neamţ  (2025). She was also a co-author in the writing of school textbooks and applied history works, the History Manual for Grade VI (2023) and the History Manual of Communism in Romania (2025).
She led the destinies of the History discipline, as a school inspector at the Neamţ County School Inspectorate, between 2006 and 2023, she founded the Association of History Teachers of Neamţ (APIN), together with his fellow teachers, she was actively involved in local and national scientific and cultural life, by organizing symposiums, conferences and summer schools, having the privilege of coordinating collective volumes dedicated to Neamţ history and identity such as: Optional History Manual - Legend, tradition and history in the Neamţ Mountains (2011), German Identity (2012), Celebrating the Centenary of the Great Union in Piatra-Neamţ (2018), Carol II and the end of democracy. A king, a cult, a camarilla, 2018, Neamţ – the treasure land. Monograph (2019), Foray into the history of education in Romania (2020). She offered students and parents the opportunity to better understand the purpose of school through special works: The Guide to the Well-Informed Parent (2009), National Testing Preparation Guide - History of the Romanians - Solution Models (2007), History of the Romanians - Chronological Guide for National Exams (2006), History of the Romanians - Collection of Tests for Grade VIII (2004), We and our neighbors. The majority and the minorities in the recent history textbooks in Romania, Bulgaria and Hungary - With a case study: Republic of Moldova (“We and our neighbors in the history textbooks”) 2004. Her scientific concerns are confirmed by numerous studies and articles published in specialized journals or volumes of international conferences. Her papers, presented at academic events in the country and abroad, address topics such as the history of Romanian schools between 1918–1948, the analysis of interwar educational legislation, the history of school textbooks, or the condition of teachers in the 20th century.

“Learn for yourself, but also teach others,” said Nicolae Iorga long ago, the one who, from his multitude of titles, liked to call him “The Professor.” He too taught others, many, and left much behind him to be our lesson. Writing a book was a matter of great dignity. And it still is. And if you write about teachers and schools from long ago, it is even more worthy. German schools have an old, lesser-known history, appearing most often in monographs of rural or urban communes. Little has been written about the first German schools, private at first and then state-run. There is no talk of a synthesis work that would illustrate this theme with information from archives, the press, and a rich historical literature. And the teacher produced such a work, a three-part work, the result offered to the reading public of the efforts made during her doctoral studies.
Neamţ offered Romanian culture Ion Creangă, who was primarily a teacher and author of “Abecedar” and other educational books for children. His stories, tales and memories are for the education of children, but also of adults, because education should not stop throughout a person’s entire life. Calistrat Hogaş, founder of a school, was also in Neamţ, and here he wrote the stories of “on mountain roads”. And he often stopped by the teacher Petru Sălăgeanu at the foot of Ceahlău, “the famous teacher of the mountain”, looking for his tales and stories.
Mihail Sadoveanu crossed the land below Cetate and below Ceahlău in his endless wanderings. And he felt best with the teachers in the villages and had a steadfast friendship with the teacher Gheorghe Baltă from Buhalniţa and then from Tarcău and with Constantin Romanescu, the teacher from Dreptu, unsurpassed in hunting and in the stuffing of animals. He wrote fondly about “the work of this modest teacher”. Such were the teachers of old, those who built schools, who worked side by side with the householders to build these places of enlightenment for children. Since the end of the 19th century and especially after the “Great War”, schools were built in villages, with large rooms and windows, and the teachers of the time deserved the beautiful name given to them by the “apostles”. And from the school benches rose great people who did honor to the places and about whom we find in the monographs of the settlements. The teacher wrote about these schools, about such teachers, and when you write about worthy people and beautiful deeds and when you are a daughter of the places it is easier for you to do it and the pride is felt between the lines. It was also easy for her because for many years she has been involved in research activities of the historical and cultural heritage of the region, carrying out studies and articles dedicated to the Germanic tribes, boyars, monasteries, churches and fortresses.
We are offered a large fresco, with beautiful colors, a world is revealed to us, bright, but also with shadows, with struggles, tumult, with joys and accomplishments. The research of sources, largely unpublished or little known, the consultation of a vast historical literature, judicious analysis and rich iconography have united in a happy melee offered to the reader.
