Looking back, we can appreciate that the scientific contributions of Professor Paul Negulescu have profoundly influenced generations of Romanian jurists and civil servants. It is rightly considered that Paul Negulescu laid the foundations for:
- the modern administrative doctrine that considers public administration as a complex social and legal system;
- the applied scientific methodology for analyzing public administration phenomena;
- the education of administrative sciences in Romania.
Paul Negulescu defined administrative law as an instrument of legality and the protection of citizen rights, but also as a means of efficiently achieving the public interest.
His vision combines French influences with Romanian realities, emphasizing the balance between administrative power and individual rights.
Paul Negulescu was the first Romanian researcher to treat public administration in a systematic, scientific and interdisciplinary manner. His concept was shared worldwide, due to the fact that its author had a fruitful collaboration with the International Institute of Administrative Sciences in Brussels.
Through his works, Paul Negulescu created the theoretical foundations of the science of Romanian administration, transforming it from a purely descriptive field into a rigorous academic discipline with its own principles, methods and object, leaving to his successors the mission of consolidating this status.
