The new European regulation on the protection of personal data is represented by Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data; repealing Directive 95/46 / EC (General Data Protection Regulation). The preparation of its application requires both debates at the academic level, as well as the dissemination of its rules, at the level of public authorities and institutions, as well as at the level of natural persons, so as to ensure its efficiency.

Through the texts published in this volume we justify not only a conjunctural interest, related to a European legislative change, but also practical aspects of the interpretation and application of law. The volume contains both studies with a wider research horizon, but also legal opinions or notes on the case; through this we tried to give relevance not only to the theory but also to the opinion of the practitioners. We hope that this volume will become a guide in the field of personal data protection in Romania.

Daniel-Mihail Sandru
University professor at the University of Bucharest, "Dimitrie Cantemir" Christian University. He founded and coordinates the Center for European Law Studies of the Institute for Legal Research „Acad. Andrei Radulescu ”of the Romanian Academy. Ad hoc judge at the European Court of Human Rights and arbitrator at the International Commercial Arbitration Court attached to the Romanian Chamber of Commerce and Industry. President of the Society of Legal Sciences and of the Romanian Association of European Law and Affairs. Editor-in-Chief of the Romanian Journal of European Law (Wolters Kluwer).


Nicolae D. Ploesteanu
Associate Professor PhD at "Petru Maior" University, Targu Mures and director - Department of Law and Public Administration. He founded and coordinated the Ius Iuventutis law circle, specializing in the field of international treaties. He is a member of ASIL - American Society of International Law and of the Romanian Association of European Law and Affairs - ARDAE.


Irina Alex
Associate scientific researcher at the Institute of Legal Research „Acad. Andrei Radulescu ”of the Romanian Academy. She is a graduate of the Faculty of Law within the "Alexandru Ioan Cuza" Police Academy and a doctor of law from the Faculty of Law of the University of Bucharest. He worked for almost 20 years in the Ministry of Internal Affairs and is currently a reserve officer. He is an expert in the elaboration and support, within the governmental and parliamentary procedures, of the drafts of normative acts aiming at the field of internal affairs, the functioning of the central and local administration, respectively the coordination of the prefects' activity.

INTRODUCTORY NOTE REGARDING THIS VOLUME

Petru Maior University in partnership with the Romanian Association of Law and European Affairs (ARDAE) organized, within the events dedicated to the 10 years since Romania's integration into the European Union, the Conference "The impact of personal data protection on the business environment. Evaluations of the Romanian experiences ”. The event, which took place between March 17-18, 2017 in Targu-Mures, was carried out together with professionals in the field of reference through the involvement of teachers and researchers and aimed to demonstrate the importance of data protection in business as result of recent Romanian administrative practice and jurisprudence. This volume contains part of the papers but also an article not presented at the conference. The date on which the sites mentioned in the articles were last consulted is June 24, 2017.
