In the post revolutionary in our country were adopted multiple measures on the line organization and development of education at all levels. However, after almost two decades, no one can say that education reform has been completed. Financing and decentralization continue to constitute important objectives of the reforms that lie ahead. From this concern inspired the author to his research focus in recent years, optimization and efficiency issues for education expenses. Between decentralization and financing interdependent relationships exist. "The objectives of decentralization and increased track performance improvement activities and educational institutions to ensure transparency in decision making and management of public funds for education."

The author is convinced that "... the effectiveness of decentralization should be reflected in the quality of education that added value in education, which contributes to increasing the integration of graduates based on knowledge acquired in school and in accordance with labor market local, national and international. "
After thorough treat problems of school education, the author addresses the critical current system of financing higher education in our country. "... The current system of financing public higher education is based on the vision that the State has the obligation to finance and higher education institutions and students have too much responsibility in relation to the resources they consume. If there is no proper financial effort is not possible then no student responsibility in relation to training and no accountability to higher education institutions to provide quality education. "

The author argues forcefully for "... change the current financing system so afford a system that would stimulate reorganization of higher education on a competitive a market for training services and access to public resources, universities and students to be relatively in relation to performance measured by indicators of results.
