Constatin Gheorghe Balaban este profesor universitar la  Universitatea Naţională de Apărare Carol I şi la Facultatea de Ştiinţe Politice, Universitatea Creştină Dimitrie Cantemir. Este doctor în ştiinţe militare, a urmat specializări la Colegiul Regal pentru Studii de Apărare (Londra, 1996), Centrul European pentru studii de Securitate „George C. Marshall (Germania, 1994), Academia Militara a Statului Major general al Forţelor Armate (Federaţia Rusă), alte instituţii de profil din ţară, în domeniile strategiei şi securităţii naţionale. Are o bogată activitate ştiinţifică şi de cercetare, având la Editura Universitară publicate lucrările „Politica europeană de vecinătate” şi „Politica externă a României”.
