The importance of environmental impact assessment and settlement caused by road traffic in South-western border of the country, is on Corridor IV Pan-European presence and the "explosion" with traffic exceeding the critical '89, and, currently,the need for enforcement of European environmental policy in conjunction with increasing the quality level of transport infrastructure.
Work with cross-border road traffic issue in southwestern Romania - impact on the environment and settlements, it is a detailed study of a phenomenon that has a more significant scale and that, in terms of geography, is a relatively new topic, theapproach which until now stood in the field of engineering (technical projects related studies).
This paper aims to analyze the environmental impact and traffic settlements addressed by South-western border of Romania, treating a subject of such magnitude intersecting coordinates several areas of investigation. The theme of the work covers a current and complex issues, focusing on detailed study of environmental components under increased traffic. Besides economic complexes alignment measures and legislation to European standards, accession to the European Union involved a series of measures that have watched the growth and streamlining cross-border traffic, mainly in the trans-European corridors passing through our country. From this point of view, South-West region of Romania is on the details of the above mentioned territory a route unfolding of Pan-European Corridor IV (branch "a", on the north-west → south-east) It features outstanding showing in this context, determined by geographical conditions of the region that takes place, and the poor state of transport infrastructure. Given the theme of work, reporting is the major arterial route existing traffic in the region concerned with generating potential to identify elements of environmental impacts or settlements.
The structure of this paper was so designed to clarify this issue, too little addressed in the moment, positive and negative effects on natural and human environment caused by road transport pathway in the present and future traffic conditions.
For this reason, respecting road route (DN6/E70) that overlaps Pan-European Corridor IV in the southwestern region of the country, in the first chapter of the paper were analyzed in a physical-geographical profile, all the geographical features (relief, soils, climate, water, flora, fauna), highlighting both each other's characteristics, and especially environmental diversity.
In Chapter II of the work have been identified inter-and intraregional disparities in the West Region and South-West Oltenia, located in the zone of influence of the route of the road, need to approach this analysis is imposed by the direct relationship between traffic growth and evolution of three socio-economic parameters (population, GDP and foreign trade).
In Chapter III, is an overview of transport infrastructure in Romania, which is a preface to the evaluation of road south-western region of our country. In this sense, considering the main European roads (DN6/E70), which overlaps the above mentioned transport corridor, within this region, analysis was conducted on three significant areas this regard, including, therefore, the entire reference area.Evolution of road traffic sectors of Timisoara - Lugoj Lugoj - Drobeta-Turnu Severin and Drobeta-Turnu Severin - Craiova was emphasized both by traffic censuses, and by interpreting the origin-destination survey results conducted for the road corridorof transport. Also, were rendered information on cross-border traffic in the crossing points and checkpoints Danube border crossing to Hungary, Serbia and Bulgaria.The analysis in this chapter, indicate the current and future growth of traffic in south-western Romania and can thus follow in later chapters, in the context of environmental impact and settlements, positive or negative effects caused by this situation.
Chapter IV of the paper proposes an analysis of road specific pollution sources (chemical pollution and noise pollution) in the region, taking into account current and future traffic levels and also the restoration of road infrastructure at European standards.
Analysis of the impact of road rehabilitation works on both the environment and settlements during the works, and during the operation / movement is made, under Chapter V, since each component of the environment, in order to grasp the characteristic features that have the potential to affect the ecological balance of the area crossed by the road.
Habitat fragmentation due to linear transport infrastructure is addressed in Chapter VI of the paper by a description on the one hand, the causes and effects of the situation, and on the other hand, the protection measures to be taken at national andInternational. Also in this section is considered the environmental impact caused by building settlements and the future bridge over the Danube at Calafat - Vidin, emphasizing the positive and negative effects, taking into account the environmental baseline.
Analysis of environmental impact and traffic generated by cross-border settlement was achieved throughout the works, taking into account all the necessary data to obtain an overview of the areas affected by major European traffic arteries which relates the south-west of Romania, balancing the causes, effects and measures involving on the one hand traffic and road transport infrastructure, and on the other components of the natural environment and settlements in the area of ​​incidence.
